Montgomery County Police are investigating the second Potomac River drowning in a week after rescue crews pulled the body of a 24-year-old man from the water on Monday afternoon.

Vincent Crapps, of the 3rd U.S. Infantry Regiment, known as The Old Guard, was found at about 2:25 p.m. by Montgomery County Fire and Rescue officials, according to police.

Investigators believe Crapps, who was stationed at Fort Myer in Arlington, was diving off the cliffs on the Virginia side of the river near Bear Island on Saturday evening when he drowned. MCFRS got a call for a possible drowning at about 5:30 p.m. on Saturday. Police said his friends noticed him go under the water and not surface.

Swimming is not allowed in the 14-mile stretch of the Potomac from the Key Bridge to Great Falls because of dangerous currents that sometimes can not be seen from above the water.

On Wednesday, rescue crews found the body of Ngo Tekwe Forchick, a 19-year-old Takoma Park man who went missing in the river last Monday. Police said the initial investigation led them to believe Forchick was swimming with friends when he drowned, but family and friends have since said Forchick, who did not know how to swim, was not in the water but slipped into the river.
