WASHINGTON – D.C. police have identified an armed man who was shot by officers during a confrontation Monday night.

At about 7 p.m., D.C. police responded to a call about a man firing a gun on Clay Terrace in Northeast. When they arrived, police say they ordered 20-year-old Michael Ezekel Epps to drop his gun.

When he refused to do so, officers shot him. Police say the officers performed CPR on Epps until emergency workers arrived. Epps was taken to a local hospital and pronounced dead.

Police say Epps, of Windsor Mill, Md., was high on PCP at the time of the incident.

Epps previously had been convicted of possession of cocaine and carrying a pistol without a license. He was sentenced to 12 months in jail earlier this year, but it was unclear why he was released.

Police recovered a gun at the scene, but would not comment further because the shooting is under investigation.
