WASHINGTON – Marriage proposals involve planning, buying a ring and, sometimes, running into a radio reporter.

WTOP’s Max Smith happened to be in the right place at the right time to capture Matt Martz proposing to Whitney Graves at National Gallery of Art’s Sculpture Garden ice rink.
