Authorities arrest man suspected of sexually assaulting woman after crash

WASHINGTON — Authorities have arrested a 26-year-old man suspected of crashing into a woman’s car on an isolated stretch of State Route 3 last month and then pulling her from her vehicle and sexually assaulting her in a ditch.

Roberto Carlos Flores Sibrian, who was arrested at a construction site in Sanford, North Carolina, has been charged with rape and aggravated sexual battery, the Stafford County Sheriff’s Office said in a statement Friday.

Flores Sibrian has no fixed address but was living in the Fredericksburg, Virginia, region before the Oct. 31 assault, Stafford County authorities said.

Flores Sibrian is being held in a North Carolina jail on $100,000 secured bond and on a U.S. Immigration and Customs Enforcement detainer.

The sheriff’s office, which had offered $2,500 in reward money for tips, said it combed through some 100 leads in the case. Investigators recovered a men’s plaid shirt at the scene that they believed the assailant left behind.

Authorities said the case remains active and they wouldn’t release further information to protect the integrity of the case and the privacy of the victim.

The group's new zoning complaint says while the Confederate flag and flagpole stand on private property, the pairing constitutes an illegal business sign, rather than a protected flag.
