The value of the Washington Football Team has climbed 3% since the start of the last NFL season to $3.5 billion, but the franchise fell one spot in Forbes’ annual ranking of team valuations.

Dan Snyder’s franchise — which is in the midst of a tumultuous few months that have included the retirement of the team’s longtime name, new hires and an investigation into alleged sexual harassment and verbal abuse from some staffers — is still one of the most valuable in the league, coming in at No. 8 behind the Chicago Bears and ahead of the Philadelphia Eagles. But the 3% growth is well behind the league average of a 7% valuation increase.

Nearly 63% of Washington’s value, or $2.2 billion, was attributed to revenue shared among all teams, with another roughly 16.7%, or $586 million, attributed to Washington’s market size, according to Forbes.
