WASHINGTON — Nine months after a man posed as a maintenance worker at a Rosslyn apartment building and sexually assaulted a resident, the suspect has been arrested.

Richard Allen Lowe, 25, of D.C. was arrested on Feb. 22, 2018, after he sexually assaulted a woman last May.

The incident happened on May 7, 2017, around 9:45 a.m. in the 1500 block of Key Boulevard, police said in a news release.

According to the police report, the suspect entered a residential building and began knocking on various apartment doors claiming to be a maintenance worker. When he reached the victim’s apartment, she opened her door and a struggle ensued before he sexually assaulted her, according to police. He then fled on foot.

Arlington County police posted surveillance footage of the suspect the following day, and continued to post new surveillance footage as the months went on.

After a review of crime scene evidence, witness interviews and laboratory results, Arlington County police identified Lowe as a possible suspect. Forensic evidence then connected him to the assault.

D.C. police helped arrest Lowe. He was extradited to Virginia for his trial and charged with abduction with intent to defile and malicious wounding.
