Exclusive: Former Charles Co. coach in child sex abuse case could face more charges

LA PLATA, Md. — After a former teacher’s aide and coach in Charles County, Maryland, took a plea agreement related to the sexual abuse and solicitation of children, prosecutors reveal he could face more charges.

Carlos Deangelo Bell took a plea deal on Friday, accepting guilt on 27 charges, which included sex abuse of a minor, sex offense and attempted transfer of HIV, among others.

However, Charles County State’s Attorney Tony Covington said there could be more evidence against Bell.

Covington and Charles County Detective George Higgs confirmed that Bell purchased another phone after investigators served a warrant at his home and seized his phone and computer in December 2016.

Maryland State Police are working to gain access to that phone, which is locked, Covington said. But if his other devices are any indication, it could hold further evidence of criminal behavior.

When asked if Bell bought the phone knowing he was under investigation, Covington responded, “Absolutely.”

The computer and cellphone seized from Bell’s home in the initial warrant materialized evidence to support 206 charges involving 42 child victims. The plea agreement does not preclude Covington from filing additional charges against Bell, he confirmed to WTOP.

Bell is also indicted on federal charges related to child pornography. Covington said he is expected to plead guilty to those charges as well.

Bell will be sentenced to the state charges in late March, which carry a 190-year sentence.
