WASHINGTON — The man charged with shooting and killing a Virginia State Police special agent last week is no stranger to law enforcement.

Travis Ball, 27, is charged with malicious wounding and weapons charges in the shooting death of Special Agent Michael Walter Friday evening. Investigators have said more charges will likely be filed.

Ball was due in court June 9 for violating his probation on a felony conviction for the unauthorized use of a vehicle. In the past, Ball faced charges for several misdemeanors in Lancaster County and in Richmond.

His arrest warrant states Ball was living on Redd Street, in Richmond’s Mosby Court, where the shooting happened.  But as the Richmond Times-Dispatch first reported, the Richmond Redevelopment and Housing Authority confirms Ball was banned from living there and would be subject to arrest for trespassing.

Virginia State Police said Ball’s ID card listed a Weens, Virginia, address, said spokeswoman Corinne Geller. But Gene Lepley, with the Richmond police, said the 1900 block of Redd Street is the “address officers determined he was living at the time,” Lepley said.

Even if Ball was breaking the public housing rules on trespassing, Geller said, that’s not a criminal offense, and it is not part of the investigation into the agent’s killing.
