GLOUCESTER, Va. (AP) — A federal judge has issued a written opinion explaining his recent decision to deny a transgender student’s bid to use the boys’ restrooms at an eastern Virginia high school.

U.S. District Judge Robert Doumar on Sept. 4 rejected the preliminary injunction sought by Gavin Grimm. The injunction request was part of a lawsuit filed on Grimm’s behalf by the American Civil Liberties Union.

In his written opinion Thursday, the Daily Press (http://apne.ws/1NHjvXA ) reports Doumar says he gave “great weight” to the Gloucester County School Board’s concerns for protecting students’ privacy.

The policy requires students to use single-stall private restrooms or restrooms associated with their physical sex.

The lawsuit alleges Grimm has been stigmatized by the policy. Grimm attends Gloucester High School, about 65 miles east of Richmond.
