WASHINGTON — Police have arrested the suspect in a fatal shooting that occurred on Friday morning.

The suspect has been identified as Roosevelt Robinson, 67, of Northeast D.C. He is charged with second degree murder in the shooting death of Loretta Carswell, 63.

Police Chief Cathy Lanier says she’d like to thank response team members involved in the standoff.

“The highly trained members from our Emergency Response Team did an outstanding job in protecting not only the life of the suspect, but the lives of the persons in the surrounding neighborhood.”

Carswell was shot outside a home on 18th Street NE, north of Rhode Island Avenue, at around 10:15 a.m. on Friday, police say.  Since her death on Friday morning– D.C.’s 99th homicide this year– the city’s count has jumped to 101.

Carswell’s friend Jeanette Schedrick told NBC4 the victim was a former MetroBus driver who retired two years ago.

WTOP’s Andrew Mollenbeck contributed to this report.
