Va. man pleads guilty in tax refund scheme

NORFOLK, Va. (AP) — A Norfolk man faces up to 22 years in prison after pleading guilty to charges stemming from a tax refund scheme.

U.S. Attorney Dana J. Boente says 52-year-old Ronald Chisholm pleaded guilty Wednesday to mail fraud and aggravated identity theft. Chisholm’s sentencing is set for Jan. 22, 2015, in U.S. District Court in Norfolk.

According to court documents, Chisholm and unidentified co-conspirators filed at least 698 fraudulent income tax returns and received more than $2 million in refunds. The returns contained personal identifying information stolen from numerous people.

The IRS began investigating in 2013 after a local check cashing business noticed that an employee had cashed more than $2 million in U.S. Treasury checks. The employee indicated that Chisholm paid her $200 per check to cash the checks.
