Bio box: Carter, nominee for Naval Academy head

The Associated Press

NAME — U.S. Navy Rear Adm. Walter E. Carter Jr.

EDUCATION — Naval Academy, 1981.

EXPERIENCE — President, Naval War College, July 2013 to present. Designated a naval flight officer, 1982. Graduated from Fighter Weapons School, the “Top Gun” school, 1985. Assignments include serving as an operations officer for a carrier air wing, as executive officer of the aircraft carrier USS Harry S. Truman and as commander of the aircraft carrier USS Carl Vinson.

QUOTE — “I believe that all Americans have an expectation that everyone in the fleet, enlisted sailors through admirals, will behave ethically and professionally, especially as we complete 40 years as an all-volunteer force. We need to recalibrate our moral compass regularly. Failures in character and judgment on even rare occasions greatly impact the ability for any command to function to its fullest potential. These lapses erode the trust and confidence of not only the crew within the fleet, but also, the American people in us as their Navy.”
